The topside model 0460122-05 shows buttons for: Jet pump (assuming X1 2-speed), Blower (assuming 1 speed) and light 12V..  The assumption is that there is flow through heater located at the bottom of the control box. Vita did make some spas with low-flow heaters as well, but if needing a flow-through type heater at bottom of box, the Balboa BP100 system can work as a complete replacement system. 

A BP100 will operate one 2 speed pump, blower or pump 2 and a 12V light, as well as an ozone generator. 
See the replacement control system 50-BP1-500-55-K that includes a TP500 topside in this kit which is smaller than the topside in the spa but the adapter plate that comes with the kit will cover the current hole for the new topside.
