Balboa VS-510SZ KIT includes the spa pack with heater, topside control panel with overlay and the cords too in this complete spa control system replacement kit.

Balboa VS 510Z Retro-Fit Kit, with VL701S control panel and overlay.  Others may not include the equipment cords, but Hot Tub Outpost includes the cord set with this bundle.

This is not the slimmed down version or only the circuit board and box, this is the complete retrofit kit including the light cord with reflector and bulb, equipment cords (1x 2-speed pump cord, 1x 1-speed pump cord, 1x 1-speed or blower cord, topside VL701S with overlay, adapter plate and new model spa pack with M7 style 4kW 230v heater. 

You will receive the current model VS510SZ Balboa spa pack/control system.   They have made recent updates to the appearance of labeling and the heater is now 4kw vs the discontinued packs with 5.5kw heaters for more efficient operation.
